My experience. 2 Petitions.
One resolved within 15 minutes in and understanding, helpful and professional manner.
The other during a high demand period just after the last patch, dealt with within 5 hours in an understanding, helpful and professional manner.
Personally I found that being reasonable, sensible and grown up about problems helped lots.
Really, CCPs customer service is fine imo.

no, good customer service is not letting such exploitable logic into the game and ruin it for everyone

whats the difference between a client lock up and someone just sitting and doing nothing when they accidently jump into a camp in their HAC so that they can claim it back?

Its obvious that my vaga client froze due to my 2nd client actually fighting and activating modules but guess what?
GM logs cant show you modules being activated! (or thats what the GMs told me) Shock horror indeed.
Gms do a thankless job, it has to be said, and with CCP not giving them the tools needed their making it even harder for them.
Are you volunterring to be a GM tool? 
Depends what GM it is... I heard Arkanon is hot...
But dont you agree with me? Its stupid GMs cant see modules last activated or anything like that?
Ofcorse plenty of people will have good experiances with GMs since they sit in empire non-stop but those in 0,0 who have experianced this client lock-up and have lost ships to it will tell you as i am its completley annoying for the customer service of a game you love to do nothing to help you with a problem that is entirly nothing to do with you.
I haven't spent any real time in Empire (Other than some light shopping) since I was a month old in the game... Still no problems here
